Bulk billing in Port Stephens: what it actually covers

Bulk billing is one of those things everyone has heard of and fewer people could explain. In short, the practice claims the Medicare benefit directly and you pay nothing for that service. The detail is in what counts as a Medicare service.

Everyday care — Salamander Bay Doctors

The short version

  • Bulk billing means the practice bills Medicare directly for an eligible service, so you pay nothing for that service.
  • You need a valid Medicare card, or your Medicare number, for each person being seen.
  • At Salamander Bay Doctors, GP appointments are bulk billed on weekdays for patients with a valid Medicare card. Weekend arrangements differ, so check with reception when you book.
  • Some things sit outside Medicare altogether, such as reports for third parties, pre-employment medicals and privately purchased vaccines. Reception tells you the cost before anything goes ahead.

If you are new to Port Stephens, or new to looking for a GP, the first question is often whether a clinic bulk bills. It is a fair question, and the answer at most practices is "yes, with some conditions". This is what those conditions usually are.

What bulk billing means

Every standard GP appointment has a Medicare item number with a set benefit. When a practice bulk bills, it accepts that benefit as full payment and claims it from Medicare directly. You do not pay at the desk and you do not claim anything back.

Since 1 November 2025, the Government's bulk billing incentive payments apply to every Australian with a Medicare card, not only to children and concession card holders. That change is what has allowed many practices to bulk bill more of their patients.

What you need to bring

  • Your Medicare card, or your Medicare number if you have the card on your phone through the Express Plus Medicare app or myGov.
  • Any concession, pensioner or DVA card.
  • For children, the Medicare card they are listed on.

If your card has expired or your details have changed, Medicare can usually confirm your number over the phone. Reception can help you work out what is needed.

What bulk billing does not cover

Medicare pays for medical services. A number of things a GP practice does are not medical services in that sense, and they carry a fee wherever you go:

  • Reports and forms requested by a third party, such as insurers, employers or licensing bodies.
  • Pre-employment and other commercial medicals, which are usually paid by the employer.
  • Vaccines that are not on the National Immunisation Program, including most travel vaccines.
  • Cosmetic procedures, such as removing a harmless spot for appearance.
  • Allied health visits, which may have a gap even with a care plan.

Reception will always tell you the cost of anything outside Medicare before it goes ahead, so a fee is never a surprise at the desk.

How it works at Salamander Bay Doctors

GP appointments here are bulk billed on weekdays for patients with a valid Medicare card. The clinic is open seven days, and weekend billing arrangements differ, so please check with reception when you book a Saturday or Sunday appointment.

Visiting from overseas or without a Medicare card? You can still be seen. Reception will explain the private fee before your appointment, and some reciprocal health care agreements may apply.
